PETITION TO ELIMINATE TERM LIMITS AT KANSAI UNIVERSITY

  1. Kansai University has a history of discriminatory practices towards its educators on the basis of extranationality, or for other reasons unrelated to professionalism. In other words, Kansai University does not look at a foreign applicant in terms of qualification, but rather by citizenship, and has refused to change or update its employment practices as per recent developments or negotiations. There are simply no educational or other reasons to limit foreign nationals to three years of employment and this system should be eliminated, period.

  2. When EWA members visited the Osaka Labor Board of Employment, officials instantly recognized the illegal matters Kandai has engaged in for many years. Most serious of these transgressions is to exclude full-time teachers from unemployment insurance. All companies and schools are required to get employees involved in unemployment insurance regardless of job/age/gender/nationality to comply with Japanese law, but Kansai University has not involved its employees although it has a Law Faculty. The Osaka Labor Board of Employment is investigating and Kansai University confirmed that the university has been visited by government officials concerned with this issue.

  3. Kansai University has not entered tokunin teachers into the Benefit Society for Private School Teachers. When union members visited the Osaka Social Insurance Bureau, they confirmed what Kandai has done is against the law based on conversations with the Benefit Society for Private School Teachers representative. They said that it is not Kandai but the Society which makes the decision for getting teachers involved and it is obvious that all tokunin teachers should get involved in the insurance as it is better than National Health Insurance in service. The Benefit Society for Private School Teachers confirmed that all Tokunin should be included in this insurance plan.

With the above in mind, this petition calls for:

  • the elimination of term-limited contracts at Kansai University

  • full payment of unemployment insurance for all full-time teachers at Kansai University

  • membership in the Benefit Society for Private School Teachers for all full-time teachers at Kansai University
